CHANGES TO DEVELOPMENT CODE
The City of Fountain is proposing a number of changes to the development code related to parking. This is scheduled to go to the Planning Commission in early September and to the City Council after that. Water conservation Incentives
Fountain is discussing proposing a reduction of 2000 to 3000 dollars on the tap fee if the builder/developer commits to water saving technologies such as xeriscaping. The City is ready to begin talking with multi-family projects which it will review on a case-by-case basis and HBA will be working with the City staff on developing a program. PLEASE CONTACT JOHN AT HBA IF YOU INTERESTED IN THIS TOPIC AND WOULD LIKE TO BE PART OF FUTURE MEETINGS.

POSSIBLE CHANGE TO SCHEDULE FOR FOUNTAIN MEETINGS
It is being proposed that beginning next year the Fountain Committee meetings become quarterly. Please let John at HBA know your opinion about this proposed change.

Bandit Sign Program
The City is proposing an annual fee for bandit signs commonly used by builders. In addition, the signs will be restricted to Friday to Monday (similar to Colorado Springs) and will require a map. The item will be presented at a future Council meeting.

Dust Control Permit fee
The Monument Board of Trustees voted to amend the Town’s fee schedule to add a Dust Control Permit fee. Since El Paso County stopped issuing their Fugitive Dust Permit a few years ago, there has been no control over emissions of dust from project sites. So, staff is establishing a permit for this, so that they can monitor contractors on projects larger than one acre.
The fee is- $50 – which covers one hour of Staff time for this activity.

The criterion is all listed in the permit application, in addition to the town’s erosion control BMP’s, outlined in their existing erosion control ordinances. There will be no fines attached to the permit. If a contractor is found to be in violation of the permit, the town will stop work until the problem is corrected.
